Ricci proposed reserves of 200 million ETS allowances each for support mechanisms in aviation and maritime transport. These are allowances, not €200 million cash amounts. MEPs remain divided over the ETS scope for international flights, its relationship with CORSIA, the inclusion of smaller vessels and measures protecting EU ports against traffic diversion. TRAN did not vote on the opinion. The deadline for amendments was set for 6 October at 12:00, after which negotiations between the rapporteur and shadow rapporteurs are due to begin.

Matteo Ricci, the European Parliament's Transport and Tourism Committee (TRAN) rapporteur, is proposing that 75% of revenues from auctions under the EU Emissions Trading System be used for decarbonisation and that at least 70% of revenues generated by aviation and maritime transport be reinvested in those sectors. The proposal forms part of a draft opinion on the ETS revision and is not yet an adopted position of TRAN or the European Parliament.
